Key Responsibilities

Provide expertise on, prepare and supervise detailed Street and Intersection design proposals.

Consult relevant standards, regulations and other published guidance.

Prepare for and participate in meetings, conferences, trainings, etc. on project related work.

Conduct intersection trials in coordination with the team members and other departments.

Conduct internal and external capacity development programs on NMT/street design and road safety.

Provide weekly, monthly and quarterly and annual progress reports as well as publications for internal and external stakeholders.

Road Crash Analysis of cases involving cyclists/pedestrians and preparation of report.

Develop Bicycle and Walking Plans, concepts and proposals.

Strategise for development of NMT facilities with aim to increase share in shorter time.

Prepare guidelines and policies that promote and safeguard NMT infrastructure and users.

Appraise and approve NMT projects and actions by other departments/agencies.

Prepare detailed action plans for NMT projects/actions for NMT Cell as well as other executing agencies under Chandigarh Administration.

Develop innovative solutions to problems such as NMT right of way to reduce congestion using appropriate research methods and survey techniques.

Initiate modelling exercises for traffic flows using mathematical techniques and specialist computer applications available within team.

Plan and initiate multi-pronged NMT promotion campaigns, including multi- agency, and national and global events.

 

Mandatory Qualification

Masters degree in Transport Planning/Transportation Engineering or Masters degree in Urban Planning/Urban Design from AICTE recognized Institution.

 

Desirables

Proficiency in written and spoken English/Hindi/Punjabi

Proficiency in quantitative and qualitative data analysis.

Excellent knowledge of standards, regulations and other published guidance, especially in context of NMT infrastructure planning.

Good working knowledge of road safety practices in India and abroad, especially related to Non-Motorised and Vulnerable Road Users.

Excellent understanding of NMT infrastructure, NMT variants, sustainable urban transportation, road safety, etc. exhibited through dedicated and long work including academic and research experience in professional capacity.

Experience in preparing plans, feasibilities, detailed project reports (DPRs) and audits for NMT, and broader experiences in City Mobility Plan (CMP) preparation, Transit Oriented Development (TOD), campaigns, and any related innovative projects/ quality research.

       Experience of Project Management in Urban Infrastructure Works (urban roads, highway, etc.).

       Proficiency in Desktop Publication, CAD Platform, Experience in GIS Software’s.

       Experience and knowledge of considerations around the inclusion of differently- abled, old, children and women, and also climate resilience exhibited through a range for engagements.

       Ability to work independently with minimal supervision, as well as the ability to collaborate with other stakeholders on project delivery.

       Ability to present complex information in a clear and concise manner, think creatively, work calmly and enthusiastically under high pressure.

       NMT project experience outside India, high analytical/modelling skills and specialised training/certification related to NMT planning and execution.

       Work experience in Road Safety and / or Street Designing / Engineering/ Traffic / Transporting Engineering / Road Safety Audit with Programme implementation and Project Management Experience.

(2) (Post  Code- CRSS#02) TRAFFIC & ROAD SAFETY ENGINEER-01 Post:

 

 

 

Key Responsibilities

 

Provide expertise on, prepare and supervise detailed road engineering and design proposals.

 

Consult relevant standards, regulations and other published guidance.

 

Prepare for and participate in meetings, conferences, trainings, etc. on project related work.

 

Conduct internal and external capacity development programs on road audits and crash investigation techniques

 

Provide weekly, monthly and quarterly progress reports.

 

Conduct road safety audit and crash analysis.

 

Design, implement and guide Road Safety Audits and related analysis through traffic modelling.

 

Conduct and oversee traffic and transportation studies/ investigations to present recommendations to all city departments on pertinent engineering issues relating to traffic safety and safety enhancement project proposals.

 

Conduct trials for improved road designs including for intersections/ roundabouts/ rotaries and pilots for innovative design measures.

 

Guide team to conduct Traffic Impact Analysis (TIA) for all new building/real estate activities, such as new housing estate, shopping mall, etc. within and in near vicinity of Chandigarh.

 

Ensure compliance to all standards applicable in Chandigarh, and also recommend any changes required through appropriate technical analysis.

 

Conduct capacity development programs on street designs, road safety audits and crash investigation techniques for all concerned agencies in Chandigarh.

 

 

 

Mandatory Qualification

 

Masters Degree in Transportation Planning/ Traffic Engineering/ Transportation Engineering from AICTE recognized Institution.

 

 

Desirables

 

Proficiency in written and spoken English/Hindi/Punjabi.

 

Knowledge of Indian Roads Congress /highways road safety & design standards; relevant International design code of practice.

 

Proficiency in MS Office, Road Crash Analysis/Creation, AutoCAD. Knowledge of GIS and any other Road Traffic Simulation software.

 

Good working knowledge of road safety practices in India and abroad.

 

Understanding Basic principles of Road Safety (Haddon’s Matrix, Safe Systems Approach, Vision Zero).

 

 Understanding Road Safety Engineering Aspects for Urban Roads and Highways (Geometric designs, signage, marking, street furniture, intersections and roundabouts, crash barriers, traffic clamming measures).

 

Road Crash Analysis, Road Safety Assessment and Audit Reports and preparation of report.

 

Ability to work independently with minimal supervision, as well as the ability to collaborate with other stakeholders on project delivery.

 

Ability to present complex information in a clear and concise manner, think creatively, work calmly and enthusiastically and delivery in a time bound manner.

 

Fluency in relevant standards, regulations and other published guidance documents.

 

Knowledge of wider urban development policies, issues and project implementation processes.

Other Terms & conditions 

1.              Tenure of Post :

 

(i)         The appointment is on contractual basis for a fixed tenure of a period of Two (02) years initially, subject to the extension thereafter on yearly basis based on the performance assessment by CRSS.

(ii)        The contract can be terminated at any time with one month notice from either side.

(iii)      The contract service can be terminated by the Competent   

   Authority without any prior notice if,

(a)              It is satisfied on medical evidence that you are unfit for reasons of ill health for the discharge of your duties. The decision of the Competent Authority l.e. Secretary Transport, UT Chandigarh-cum-President of BoG of Chandigarh Road Safety Society in this regard shall be conclusive and binding on you.

(b)             It is satisfied on verification that your character and antecedents are such that you are not fit for being retained in the service of the Chandigarh Centre of Excellence in Road Safety.

(c)              In case of any misconduct.

(d)             In case the performance is found not up to the mark.

2.              Remuneration/Emoluments:

(i)             You will be paid the consolidated remuneration/emoluments of Rs. 75000/- per month with minimum 5% increase every year of the contractual amount.

(ii)           You will not be entitled to any benefit like Provident Fund, Pension, Gratuity, Seniority or any other benefit available to the Government employees appointed on regular basis. 

(iii)         You will neither be entitled for the allotment of any Accommodation or HRA

3.              Leave, TA/DA, GPF/CPF etc.

(i)               No Leave of any kind shall be admissible except Gazetted holidays. However, one casual leave per month may be availed. SSP/Traffic & Security,  Member Secretary- cum- CEO of Chandigarh Road Safety Society may sanction  leave upto 05 days & leave beyond 05 days may be sanctioned by Secretary, Transport, UT Chandigarh-cum- President of Board of Governors of Chandigarh Road Safety Society.

 

(ii)             Under special circumstances, leave without pay may be granted by the Competent Authority on the recommendation of CEO-cum- Member Secretary of Chandigarh Road Safety Society.

(iii)           You shall not be entitled for any TA/DA/GPF/CPF etc.

 

4.              General Conditions:

(i)             The offer of appointment is subject to being declared medically fit by a registered practitioner.

(ii)           The contractual appointment shall be on full time basis and during this period you shall not accept any other appointment, paid or otherwise, during the period of contract.

(iii)          The contract appointment will not count as service and will not  bestow upon the appointee any claim or right for regular appointment against any post in the Chandigarh Centre of Excellence in Road Safety.

(iv)          You will also be required to discharge other duties as and when assigned by the Competent Authority. No extra allowance will be admissible in case of such additional duties:

(iv)          You shall have to conform to the by-laws and regulations of Chandigarh Road Safety Society and those imposed by the Chandigarh Road Safety Society on all the employees from time to time, regarding conduct and discipline

(v)           Your Character & antecedents will be got verified from the concerned District Magistrate of your home district.

(vi)          If any declaration or information furnished by you at the time of joining is found to be false or if you are found to have willfully suppressed any material information, you will be liable for removal from service without any notice and also such other action, as Competent Authority may deem necessary.

(vii)        All disputes, if any, shall be decided by the Sole Arbitration by the Competent Authority i.e. Secretary, Transport, UT Chandigarh-cum- President of Board of Governors of Chandigarh Road Safety Society.

 

(viii)      The other conditions of the service will be governed by relevant rules and orders for contractual appointments issued from time to time by the Chandigarh

Administration.

 

In case the offer of appointment on the above said terms

and conditions is acceptable to you, you should report immediately to join your duties in the office of Senior Superintendent of Police, Traffic & Security, UT Chandigarh- cum-CEO of Chandigarh Road Safety Society at Chandigarh Police Headquarters, Additional Deluxe Building, Sector 9, Chandigarh but not later than 15 days from the receipt of appointment letter by you, failing which it will be presumed that you are not interested in this offer and the offer of appointment will automatically stand cancelled.
